Maybe the top person at the hospital should be outside between 2 and 4, the worst time for the smoke, so he/she can take pictures of the offenders and fire them.

The easy solution is:
1. Post many signs that say: NO SMOKING – FIRES WILL BE PUT OUT WITH WATER
2. Get a hose out and douse the people who light up in that area.
3. Make sure the person with the hose has a police guarding him so rude people can be arrested

They know when the worst time is, so maybe two hoses will be needed during that time.

It is QUITE possible to enforce smoke-free air! YOU DO IT, NOW! Smoking should be banned everywhere, INDOORS AND OUT. Toxic tobacco smoke kills 650,000 INNOCENT people around the world, every year!

You know there’s something wrong with a maternity care hospital when the best advice you can give a mother in labour is to avoid it.

Thousands of hospitals worldwide have and effectively enforce smoking bans so that patients, staff, and visitors have a chance of coming out of the hospital feeling better than when they went in. Start by sacking the clearly incompetent administration at Victoria Hospital and replacing it with people who have common sense and backbone.
